It may either directly refer to the state of affairs that is desired, e.g. The firefighters tackled the blaze early to prevent the further spread of the flames. or the state of affairs may be implicit in an (abstract or concrete) entity that is desired by the firefighters, e.g. The firefighters fought for ground as the flames approached.
